That shadow seemed much too tall for that of a child. Plus, I would hate for that little girl to be guilty of such a heinous act. I think once everything is said and done--Monica or Willow will be revealed as the shooter.

the little girl who has lost her mom to also lose her dad(as awful as he is) in that way. Let it be Monica. That way, nobody has to get any punishment.
