I dont think they're deliberately framing Elizabeth. I think Willow stashed the gun there while staying at Liz's house, thinking the cops would never look there. I never understand why people dont just wipe the prints off and toss the gun. Keeping a gun you shot someone with makes no sense.

Unless Willow is completely out of her mind and is framing Liz. DID?
