There have been a few times over the years where Sonny has been allowed to be a mob boss and so something truly heinous and clearly illegal.

But 99% of the time Sonny is a "dialog mobster." We keep being told he is a mobster, but mostly he is portrayed as a "moral mobster" who keeps the bad guy, criminal mobsters out of Port Charles.
