The Democratic president and congress, if we're lucky enough to have both at the same time, will spend the first pat of the term trying to set up new guardrails, blocking doors, nailing windows to contain a future crazy president with a spineless Congress. Doing that means not doing the things that make people want to reelect them. This is how the Republicans steal half of a Democratic president's term.
